Enforcement Note:Luton Borough Council enforces the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, requiring all private landlords to hold a valid EICR for each rental property, renewed every five years. Commercial premises must comply with the Electricity at Work Regulations 1989, enforced by the Health and Safety Executive. An unsatisfactory EICR with C1 or C2 codes must be remediated and re-tested before a satisfactory certificate can be issued.
Every consumer unit and distribution board inspected for correct labelling, adequate IP rating, and proper discrimination. RCDs tested for trip time and operating current.
Earth fault loop impedance (Zs) measured at every circuit to verify protective devices will operate within disconnection times.
Every circuit tested for insulation resistance (minimum 1MΩ at 500V DC) to identify cable degradation, moisture ingress, or damaged insulation.
An immediate risk of injury exists. The defect must be rectified or made safe immediately. Examples include exposed live conductors, absent earthing, or failed protective devices.
A fault that could become dangerous under certain conditions. Urgent remedial work is required, typically within 28 days. Common examples include overloaded circuits or deteriorated wiring.
Not immediately dangerous, but an upgrade would improve safety. C3 items alone will not result in an unsatisfactory report — they are recommendations for future improvement.
The inspector has identified an area requiring additional investigation before a final classification can be assigned — often involving concealed wiring or inaccessible areas.

Commercial properties typically require an EICR every 5 years under BS 7671. The previous inspector may recommend a shorter interval depending on the condition of the installation.
