Enforcement Note:Bedford Borough and Central Bedfordshire councils enforce the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, requiring all landlords to hold a valid EICR. Commercial properties are subject to the Electricity at Work Regulations 1989.
Every consumer unit and distribution board inspected for correct labelling, adequate IP rating, and proper discrimination. RCDs tested for trip time and operating current.
Earth fault loop impedance (Zs) measured at every circuit to verify protective devices will operate within disconnection times.
Every circuit tested for insulation resistance (minimum 1MΩ at 500V DC) to identify cable degradation, moisture ingress, or damaged insulation.
An immediate risk of injury exists. The defect must be rectified or made safe immediately. Examples include exposed live conductors, absent earthing, or failed protective devices.
A fault that could become dangerous under certain conditions. Urgent remedial work is required, typically within 28 days. Common examples include overloaded circuits or deteriorated wiring.
Not immediately dangerous, but an upgrade would improve safety. C3 items alone will not result in an unsatisfactory report — they are recommendations for future improvement.
The inspector has identified an area requiring additional investigation before a final classification can be assigned — often involving concealed wiring or inaccessible areas.

I've used Richard three times now, and each experience has been outstanding. Most recently, he installed an induction hob and replaced a wired bathroom mirror. As with previous work — including replacing our garden lights and installing a power supply for an awning — everything was completed on time and to an exceptional standard. Richard's attention to detail, professionalism, and skill are second to none.
Commercial properties typically require an EICR every 5 years under BS 7671. The previous inspector may recommend a shorter interval depending on the condition of the installation. Certain environments in Bedfordshire such as industrial units or properties with high electrical demand may need more frequent inspection.
C1 indicates danger present requiring immediate action. C2 means potentially dangerous and requires urgent remedial work. C3 is an improvement recommended but not immediately dangerous. FI means further investigation is required. A C1 or C2 finding results in an unsatisfactory EICR.
An unsatisfactory EICR with C1 or C2 codes means the installation has dangerous or potentially dangerous faults. You have a legal duty under the Electricity at Work Regulations 1989 to maintain safe electrical systems. The responsible person must arrange remedial works — typically immediately for C1 and within 28 days for C2.
